    ATHENS, Greece (AP) - Premier Constantine Caramanlis swore in a new
government Wednesday, cleared the jails of the military regime's
enemies and recognized Archbishop Makarios as the legal president of
Cyprus.
    The moves represented a complete reversal of the policies of the
Greek military junt, which resigned Tuesday to open the way for the
civilian national unity government.
    Undersecretary of Press and Information Panayotis Lambreas said
among the first decisions of the newly sworn civilian cabinet was to
declare a general amnesty for persons jailed for political dissent.
    Lambreas said the cabinet also ordered restoration of Greek
citizenship to all who had been deprived of it. This apparently
included such opponents of the former military regime as leftist
exile leader Andreas Papandreou, actress Melina Mercouri, composer
Mikis Theodorakis and Lady Amalia Fleming, widow of the inventor of
penicillin.
    In addition, the government ordered the Yiaros Island concentration
camp abolished and its 45 political detainees freed.
    Lambreas said all prior decisions depriving Greeks of passports
were invalid. ''The Interior Ministry will now issue passports, not
the Public Order Ministry,'' he said.
